Powers that change the direction of the setting are powers that, single-handedly, could change a game mechanic or affect a large portion of the game without any input or help from other characters/players. In a jamjar game like Tushan, it puts the focus of events and plot on a single character when the focus should be on as many characters as possible. While we can and do allow extremely powerful characters into the game without overt nerfing from the onset, we feel that requested items of such a level of power which only affect one character are unfair to the rest of the playerbase.

Even going through a canon update to learn some more powerful abilities, we would reserve the right to nerf or question abilities which are too powerful or are achieved extremely quickly, just as we limit any other character with sudden and potentially game-breaking powers.

To answer your second question -- in this case, not really. Any major changes to an app would require re-approval on our part, which would require a reapp, which would require dropping. We don't mind little amendments to word-choices or clarifications (ie learning a character's previously unknown height and adding it in), but anything that requires major additions to our understanding of the canon needs to be re-approved.
