Your plot development is approved! Valdis will be able to track a pair of cultists, male and female, into the underground tunnels, where she will find them taking measurements and notes about the tunnel system. They will attempt to flee in opposite directions, evidently showing no loyalty to each other (perfectly willing to let the other one be the distraction!) so Valdis will need to be creative to catch both of them. The documentation they have on them at the time of their apprehension show a particular focus on the Metal and Water Sectors, according to the measurements and information about the canal and aqueduct systems.
