NPCS AND GROUPS


GENERAL INFORMATION
These are the named figures and notable groups throughout the city of Keeliai, and around the in-game world, which play a role in the metaplot. This is not an exhaustive list of all NPC characters that have been interacted with in the course of the game, but a compilation of those who are most visible and who characters are likely to run into during their course in the game. These are mod-controlled characters, and most of them are available for play with player characters in a variety of circumstances - each of them is noted to which mod plays them, and whether they are open to request.

If you'd like to have your character run into any of them, please contact the mod responsible for playing them by their preferred method listed. We ask that you include a brief reason why the character wishes to speak to them (for example: "my character saw one of the Woodsmen damaging the harvest and wants to speak to Heojin"). The mod will get back to you as soon as possible with information on how a thread can best be arranged. Remember that we have mods across multiple timezones, so there may be a slight delay in responding!

Please note that significant interactions with named NPC interactions cannot be assumed without the mods' knowledge; this includes conversations, conflicts, and personal visits. The NPCs' typical movements are always detailed in the monthly itineraries, which will give you a good idea of what they're up to at any given time, but any player is welcome to contact us for clarification if needed.


NAMED NPCS
THE CHERRYWOOD HEALER - MILYN

Long thought to be soundly on the side of the Foreigners, Milyn is near universally described as "odd" and "strange" by her fellow kedan due to her peculiar mannerisms (and her apparent ability to make a conversation out of anything). Despite her relatively young years for their race, she is a highly skilled healer and was awarded the Cherrywood title by the late Ironwood Emperor. Her ongoing involvement and support of the Foreigners, as well as being the only visibly titled holdover from the previous dynasty, has left some divided on how they view her; some say that she cares more about the Foreigners than her own kind, but others say that she's on the right track to normalizing their presence in Keeliai.

However, it was revealed that she has in the past, worked with Daseng, the leader of the cultists, and that she is partly responsible for the creation of the dangerous drug called Dust. Furthermore, she was found to have been experimenting with the soul gems, even creating artifical ones, and that she covered up her involvement through medically stunting at least two people. Yet she insists she has only acted in the Foreigner's best interests, and means them no harm. It's a very gray area as to whether she can currently be trusted.

THE BITTER APPRENTICE - ODYNI

Odyni is student of the former Merchant's Guild representative, Aroyan, and she was quite close to her mentor and understandably hit hard by his death. To that end, this young woman does put a lot of blame on the Foreigners for not using their extraordinary abilities to heal him, especially once kedanese efforts failed to cure the disease. As per tradition, she took over Aroyan's position as the liaison to the Foreigners where the Guild's interests are concerned, but she's hardly the genial and kindly figure that her mentor was. Those who are looking to deal with the Merchant's Guild for loans, businesses, and real estate may discover that they're not getting quite the generous spirit of things they once had.

THE HALF PEACEMAKER - USAYI

Usayi lost a twin brother to a Foreigner murder spree, and doesn't particularly care who knows about it; it's the sort of grudge carried like a shield, that even those supposed to be heroes can't entirely be trusted, much like Eshai. All the same, as time after their return has passed and the shape of the city has changed, it'd take a willfully blind man not to admit that it's better when the city isn't at odds with itself, and that the Foreigners aren't going away, any time soon.

Generally frustrated by a perceived lack of unity and adherence to factions, he's taken to trying to encourage people away from the Snakes gangs and toward working together for the greater good of Keeliai, when the real problems are things like cultists and, until now, a sleeping, possibly dying turtle. This has also had the side-effect of encouraging working with Foreigners, which is a constant battle of personal distaste against what Usayi sees as the best interests of the city and the kedan as a whole. He's not great at shapeshifting, but he looks more like his brother than he used to. Brusque, kind of a temper, but good-hearted under it. No, really.

THE CANDID MADAM - ROSYN

Rosyn is that older matriarchal figure that knows a little about almost everyone; it’s usually seemingly innocuous, like faintly embarrassing stories from someone’s childhood, but suggests that she knows a great deal more than she ever lets on. She’s old enough and has seen enough, however, that she’s also about done with caring what people think of her as a person and speaks her mind almost regardless of who she’s talking to: Rosyn is very blunt and has a sharp tongue at times. Not having a deathwish, Rosyn knows how to avoid invoking the ire of some of Keeliai’s more powerful players.

She runs one of the larger brothels in the Fire sector, where her employees are trained more like half-spies, half-courtesans than anything else. This gives her access to a lot of information, most of which she just collects to keep herself, her business, and her employees in good standing amid the constantly shifting sands in Keeliai. Rosyn has seen a lot of Foreigners come and go, and she’s not especially impressed with any of them but neither does she treat them with antagonism. They get the same kind of treatment as anyone else, unless they put a toe out of line - Rosyn protects her own. With the budding new government, she’s interested in leveraging (and potentially selling) her knowledge of Keeliai’s people and history to her best advantage.

THE CHEMIST - KYDE

Kyde is a Kedan who cannot shapeshift. He is also a skilled and somewhat eccentric chemist who teaches at the college. It is rumoured that he deals in drugs and has various ties to a number of gangs and even ties to the cultists. There's also a number of other implausible rumours about him such as his mother being a foreigner, leaping out of a second story window and landing completely unscathed, setting a desk on fire, and that one incident with a sea prune you know the one - so just about anything said about Kyde should be taken with a heaping helping of salt.

Except for the desk thing, that actually happened.

Kyde is an exceptionally private person outside of his professional life and what is known about him is that he's a well-respected professor, and is utterly smitten with Foreigners. He thinks that they're fascinating and exotic. So of course he's recently taken an interest in the new government and police force. He may or may not want to lend his expertise to the goings on, but for now, he's keeping a close eye on things.

THE ZEALOUS TWINS - KUHIE & KIUEU

Making themselves more known around the city this month are two sibling kedan, a sister and brother. Their names are Kuhie and Kiueu respectively, and they can be found in public locales, mostly small shops and cafes, talking with people about something they're calling the "Ban Om Zhogton Bia Cach", (called Ban Om, for short) which loosely translated means, "The Morning After The Long Night". Most of the talk is about renewing the veneration of the Great Turtles, especially their new offspring, and also how -- as the oldest things in this or any universe -- all decisions about how people live their lives should be made in a way that most respects them. Although they've been offering their views for at least a couple of months, with the growing activity seeming to indicate Asti's partially renewed consciousness, their rhetoric seems to be beginning to gain traction.

THE VANISHED COMMANDER - CELAUNN

A stern and unyielding Chihuelan woman of middle age, Celaunn was once a captain on permanent loan from the Atamsichar military -- the very same military which attempted to invade Keeliai and take the turtle's back for itself. Originally intended to be liaison with her people, and then awarded with the title of Basswood Commander when her superior Evandau became Emperor, Celaunn vanished in the last weeks of the war.

She later reappeared as part of the Chihuelan invasion force that stormed Keeliai in the year following Malicant's defeat, but was among those who disappeared into the wilds of the turtle's shell following the routing of the invaders. She's taken on an almost mythical status, either in terms of martial prowess or as a victim -- some kedan claim she was the true slayer of evil, while others say she fell victim to the Foreigners. Foreigners recently discovered she may be in cahoots currently with Zanru, who left the city after the Stark Industries takeover by her cousin, Xuiyu. Celaunn's motives for the invasion, especially given that she appeared loyal to Evandau, are still unknown, but it's likely at this point that the kedan simply don't care to know, and have ubiquitously branded her the ultimate traitor.

THE TAINTED BLOOM - DASENG
A shadowy creep who may or may not have killed his own daughter. Daseng is only a name to the Foreigners thus far; he's been identified as Zanru's ex-husband, an alchemist, who is a member of the cult of Malicant. There have been no sightings of him, but there's been evidence of his presence. Among his crimes, aside from the probable facilitation of dozens of murders for Malicant's rituals, is the kidnapping of his and Zanru's young daughter. Whether she's still alive or not is unknown.

Daseng is shared, and is not open for threading requests at this time.

Indin is not out of her teens yet, but, much like human teenagers, has the deep-seated conviction that she knows what she's doing with her life choices. She's bright, intelligent, and has altogether a great deal of faith in the cult she follows, especially its leader, Daseng. Recent events regarding the soul-gemmed kedan have made her begin to question some of the cult's methods, but not enough yet to make her do anything about it, since she has family ties and is not inclined to listen to authority figures other than those she has already accepted.

THE GREAT TURTLE - TU VISHAN

Tu Vishan, one of the last surviving world turtles. Large enough to support a major city of about sixty thousand people, with numerous farms and smaller settlements around it, this being drifts in the metaphysical currents which lie in-between the planes of Life, Death and Dreaming. Tu Vishan's back is currently the major setting for the game. Until recently Tu Vishan was possessed by a great evil, Malicant, a being of chaos. While Malicant has been defeated, Tu Vishan has spent so long under his thrall that it was unknown for a time whether he was even still alive. Efforts made by the Foreigners this year confirmed that Asti is definitely still alive, and not dead as Malicant claimed! However, he's trapped in a sort of coma and unable to rouse, causing him to slowly sink.

GROUPS
THE MERCHANT'S GUILD
The majority of business matters in Keeliai are headed by the Merchant's Guild, a neutral establishment unaffiliated with any of the major families in Keeliai. Originally established during Emperor Eshai's rule, its level of influence in the city has risen markedly since the kedan re-established their independence. The Guild is headed by a council of prominent businesskedan, and its spokesperson for most Foreigner matters is a woman named Odyni, to whom Foreigners should speak to for business matters in the city.


POLICE FORCE
Founded in May 2017 (in game), the Keeliai Police Department is a joint Foreigner-kedan effort created to combat the power of gangs in the city like the Snakes and to provide legitimate law enforcement. While not the only investigative and enforcement group in the city, the police force nevertheless has a significant presence. Their goal is to protect all of Keeliai's citizens and to pursue equality, defending laws both existing and newly developed by the provisional government. They are primarily funded through public donations and have partnerships with the College and Metalworkers to provide forensic analysis and equipment. THE CULTISTS
Originally those kedan corrupted by Malicant's dark influence, the cultists were the Enemy's tangible force within Keeliai, they attacked others to try and spread the taint. While most of them have apparently vanished wholesale from the turtle's back in the year following Malicant's defeat, Anyone asking after them will (most of the time) have the question deliberately ignored, as if the other kedan are willingly ignoring the cult had once existed at all.

There are, however, a moderate percentage of kedan who feel that Malicant's rise to power had been an intervention of sorts... returning the kedan to a functional, independent people once again. While none of them will outright advocate the deeds Malicant did before being defeated, there are some which have expressed that perhaps his apparent complete destruction was the wrong path.

This manner of thinking appears all that remains of the cultists and their policies, especially given the willing blindness most kedan appear to have regarding their existence. But for the fortunate, observant or persistent, some evidence of their existence is available -- a tainted weapon on the black market, or rumours of secret worshippers, or magic being performed in hidden places.

THE CHIHUELAN RAIDERS
The remnants of Chihuelan invaders. After the Chihuelan invasion was routed, the majority were left either dead or fled back to their home. Some, however, vanished into the relative wilderness on the turtle's back -- no mean feat, given how sparse its environment was. Since then there have been the occasional theft from the borders of the Woodsmen’s land, sometimes for tools but primarily for food. Most people believe the raiders have taken refuge under the shell, or in the many abandoned mines in the old mountain ranges, and are of the opinion that, given time, they will starve themselves out and either surrender or die. Since they have not yet threatened Keeliai proper since fleeing -- only the Woodsmen re-seeding the turtle's back outside the city -- most kedan aren't bothered by their presence.

The Snakes and the Metalworkers see their threat as a bargaining chip, but as yet the Woodsmen have refused to accept aid in eradicating the raiders. Who leads them, where they hide and what their motives are at this stage are unknown.


THOSE PASSED ON... (DECEASED & RETIRED NPCS)
The Ironwood Emperor, Eshai
Eshai ruled Tu Vishan for at least hundreds of years, and it was her magic which brought groups of Foreigners to Keeliai in order to defend this world from Malicant. Known as a cold and stern woman of a yet-unknown race, she was also responsible for the presence of the kedan, an originally warlike species she'd summoned from a dying world in order to combat the Enemy. It was her spell that had rendered them into an unnaturally passive people, suppressing their true natures, which the kedan were only released from after Malicant's defeat. She was murdered by a Foreigner in December 2013.

The Alderwood Emperor, Evandau
Formerly the Alderwood Commander, he ascended the throne after Eshai's murder, his rule was surrounded by contention and suspicion. While loyal to Eshai, a series of events orchestrated by Malicant led both kedan and Foreigners to doubt his allegiances, leading to the Foreigners trying to find a way to remove him from power. Evandau was murdered by Malicant, along with five of the turtle hatchlings, in September 2014.

Evastelei
A magician originally from the continent of Vailequios, she was the last survivor of her people. Having been alone there for hundreds of years, she eventually made contact with the Foreigners in secret, asking them to keep her abreast on Eshai's movements, due to her hatred of the woman. After Eshai's death, she reluctantly agreed to work with Evandau for the Foreigners' sake, believing only they could defeat Malicant. She, along with Milyn, was trapped during the year following the Enemy's defeat, where she eventually sacrificed herself to pull the Foreigners back from the depths of the Dreaming before they were permanently lost.

The Hazelwood Merchant, Lieuen
A kedan merchant and businessman who was highly affluent and worked with the Foreigners, he held one of the Emperor-bestowed titles from Eshai. He was killed during the Dreaming Year.

The Coin Magician, Aroyan
A member of the Merchants' Guild and appointed their liaison to the Foreigners, to make sure the Guild's interests are represented when dealing with the Families and the Foreigners in Keeliai. Aroyan was well-liked by both the Foreigners and the kedan, and his nickname owed to his apparent ability to make juulan appear from thin air even when a business' ledger is running dry, saving more than one establishment from having to foreclose. He died due to complications of an illness, despite efforts to save him, leaving his apprentice to fill his position.
